In a speech loaded with angry overtones, he demanded a full dress airing of the disarmament problem. He said the General Assembly must either move quickly toward disarmament or risk a war in which the Soviet Union will be the victor. He also offered to stay here, beyond his schedulded departure on Thurday if the assembly rally wanted his to stay.
